How Municipalities Can Participate

Collaborate for a Sustainable Future

What’s Needed to Launch a Waste-to-Energy Facility

We partner with municipalities, governments, and private organizations to deploy scalable, environmentally responsible waste-to-energy systems. To successfully develop and commission a facility, collaboration between the customer and our team is essential.

Responsibilities Overview

What the Customer Provides

  • Land Parcel: A suitable site for the facility installation
  • Municipal Solid Waste Supply: A guarantee of waste feedstock (measured in tons per day)
  • Natural Gas Connection: Access to a gas transmission line or gathering line

What Trilogy Provides

  • Project Assignment & Feedstock Allocation: Define the required daily MSW tonnage
  • Permitting: Handle local, state, and environmental approvals
  • Project Financing: Secure funding for the facility buildout and equipment
  • Final System Design: Tailor the layout and engineering plan to match feedstock and site needs
  • Output Contracts: Establish partnerships for the sale of RNG, CO₂, recyclables, and other outputs
  • Construction & Commissioning: Manage the full construction process and bring the system online

Tipping Fees

The tipping fee is the cost associated with processing municipal waste. Under our model, this fee is shared equally between Trilogy and the municipality, ensuring a fair and transparent revenue structure.

This partnership approach allows both parties to benefit from the waste-to-energy process while supporting a financially sustainable and environmentally responsible solution.

Trilogy – 50% Municipality – 50%

No Cost to the County

There is no cost to the county or municipality beyond the items already outlined in this proposal. Our model is designed to minimize financial burden on local governments while delivering long-term environmental and economic benefits.
